Rewrite LibrariesToLinkCollector to Starlark Intricate code with a lot of potential for suttle breakages, thus keeping on first iteration very close to native implementation. This codes connects convert_linker_inputs.bzl with link_build_variables.bzl: LibraryToLink objects are first converted to LegacyLinkerInputs, then to LibraryToLinkValues.
