Avoid constructing `string` (and `EntryInfo`) instances that we might not need, and generally take advantage of `string_view`. I had previously assumed that we'd see duplicates rarely enough for this to matter, but after seeing massive numbers of `protobuf.meta` files, I can see how it might make a detectable difference. (Granted, "`protobuf.meta`" is likely small enough to be stored inline in `string`, so that may further reduce the impact.) But even if not for the marginal performance improvement, I think this CL is reasonable as just a modernization, as touched upon during the review for https://github.com/bazelbuild/bazel/commit/0be7f81388bbb464bf14eeb698c2688c5412eef8.
