Introduce a callable-of-any type and expose its type constructor as `Callable` Type constructors must permit a nullary form. Following the example of all the other type constructors, this should be the most general form of a type - for callables, it is a callable which accepts all arguments, returns Any, and is assignable to and from any other callable type. Narrower user-defined callable annotations will be added in a follow-up, because they require some reworking of type constructor terms.
