Remove Build Encyclopedia submenu from the website The submenus are redundant with the Overview page (https://docs.bazel.build/versions/master/be/overview.html). At the same time, the Overview page is clearer, and easier to navigate and search (e.g. how to know whether something is in "Functions" vs "Rules > General"?).
