TargetsBelowDirectory#getAllIgnoredSubdirectoriesToExclude explicitly return whether it's been fully filtered by the ignored directories. RELNOTES[INC]: Specifying a target pattern underneath a directory specified by .bazelignore will now emit a warning, not an error. PiperOrigin-RevId: 353281197
