Remove InputMetadataProvider.mayGetGeneratingActionsFromSkyframe . It does so by splitting the two things a null return value can mean: either "this file is not in the input metadata cache" or "in order to figure out the metadata of this file, a Skyframe restart is needed" and uses a checked exception for the latter, then adds another method for the common case where that exception cannot happen.
