Refactor ArtifactSkyKey to get rid of an unnecessary wrapper class: actually essentially promote OwnedArtifact to ArtifactSkyKey and rename it to ArtifactSkyKey. The king is dead... Also add some other execution-phase codecs. PiperOrigin-RevId: 184552706
