Disable direct classpaths when `enable_annotation_processing = False`

The direct classpath optimization runs turbine against a classpath containing
direct deps, which include repackaged information about transitive supertypes
of direct deps. The optimization is disabled when annotation processors are
present, since processors can request information about arbitrary transitive
dependencies and generate code referencing those dependencies.

The main use-case for `enable_annotation_processing = False` is performing
annotation processing separately and then passing in a srcjar of generated
sources, so the optimization should also be disabled in this case so we can
tolerate compiling processor-generated code.
