Add codec + tests for configured target values to be deserialized as a "remote" value. This is a special ConfiguredTargetValue that's only used for nodes in the analysis caching frontier. It contains just enough information for its rdeps functions to evaluate, and so it doesn't contain all the fields like a regularly evaluated ConfiguredTargetValue.
