Add --incompatible_use_cpp_compile_header_mnemonic flag When enabled, this flag will use a different mnemonic for header compile actions, so that they can be distinguished from other compile actions. We can then use the mnemonic to enact a different execution strategy for header compilations. PiperOrigin-RevId: 337090944
