Rename whitelisted to allowlisted in skydoc filter test. Subtle change in the golden data. Since the names are sorted the output changed from (my_rule, whitelisted_my_rule) to (allowlisted_my_rule, my_rule). That took far too long to figure out. Closes #12166. PiperOrigin-RevId: 333578921
