Remove tools/build_defs/apple This seems to be unused and was replaced by https://github.com/bazelbuild/rules_apple some time ago. It only contains some testcode that seems on longer needed, as the bazel_apple_test passes even without it... Closes #5627. PiperOrigin-RevId: 232339315
