Remove tools/build_defs/docker They were deprecated in https://github.com/bazelbuild/bazel/commit/b51a0a2e8dd3869fee6ba00af24812c55cb2002d and afterwards only used by our own stuff (afair on the old Jenkins CI?). Seems safe to remove them now, with no references remaining. Closes #5624. RELNOTES: The deprecated and unmaintained Docker rules in tools/build_defs/docker were removed.
