Refactor analysis failure reporting, report loading failures Split the AnalysisFailureEvent into a legacy and a new variant; always post an AnalysisFailureEvent, even if the legacy variant is not posted - this gives us some coverage for loading failures. PiperOrigin-RevId: 197862257
