Windows, test wrapper: refactor logging Add LogErrorWithArg and LogErrorWithArg2, to replace LogError calls where callers create their own strings. Also extract common functionality of ExportSrcPath and ExportTmpPath. Closes #8454. PiperOrigin-RevId: 250109716
