Add java tools dist tests. Add a test that checks the content of the java_tools sources zip that is distributed along with the java_tools release. The test structure is inspired from [src/test/shell/bazel/bazel_java_tools_test.sh](https://github.com/bazelbuild/bazel/blob/master/src/test/shell/bazel/bazel_java_tools_test.sh) Additionally fix some of the incorrect targets included in the zip.
