Add dexCache to CompatDexBuilder Fixes #15461. Amounts to significant CPU time savings in incremental dexing situations (i.e. change one Java/Kotlin file in a large library). In a large test app, dex caching saves ~500ms (4x reduction) in incremental dexing time. RELNOTES: Adds a dexer output cache to CompatDexBuilder to improve build speed.
