bazel syntax: expose Starlark.UNIVERSE

This constant contains all the universal predeclared bindings
described in the spec, such as None, True, len, range, and so on.

(In future, the UNIVERSE will be an implicit part of the environment,
and clients will need to specify only their application-specific
predeclared names like select and glob.)

This change does away with the restricted "globals only" (True/False/None)
environment used to evaluate @SkylarkCallable(@Param(default="expr"));
those expressions may in principle now use built-ins like len.

Also:
- make classes MethodLibrary and StringModule private
- delete MethodLibrary.addBindingsToBuilder
- delete class BazelLibrary
- delete Runtime.addConstantsToBuilder
