Modify SkyQueryEnvironment#evalTargetPatternKey to take into account the filtering policy specified in the TargetPatternKey. Add a TargetExcludingFilteringPolicy that can filter multiple single targets Allow for TargetPatternValue.combineTargetsBelowDirectoryWithNegativePatterns the option of excluding single targets.
