Turn DesugaredLibraryMismatchDiagnostic into a warning Some build setups cause the DesugaredLibraryMismatchDiagnostic error. However, the builds are equivalent with classic desugar builds, which do not have this type of test. RELNOTES: None PiperOrigin-RevId: 371871743
