Replace --noclasspath fallback with an enum-backed --reduce_classpath_mode. Also add two other flags --full_classpath_length and --reduced_classpath_length, that will allow JavaBuilder to continue to report the same statistics as before. RELNOTES: None. PiperOrigin-RevId: 230970804
