Make jdk.WORKSPACE a suffix rather than a prefix In this way, we can add load-statements to this file without having load statements before the workspace() command in the resulting logical workspace. This is a preparation to move from the native http_archive to the skylark implementation which has to be loaded from @bazel_tools.
