Ensure query threadpool shuts down uninterruptibly Previously, an interruption during or before executor.awaitTermination() would have left the shut-down executor in place. Then, the next invocation would attempt to reuse the shutdown executor, and fail. RELNOTES: None. PiperOrigin-RevId: 210615545
