Add support for 'HOST_RAM' and 'HOST_CPUS', and [keyword][-|*]<float> to loadingPhaseThreads option. Allows users to tune flag relative to host resources or to our auto value. Replace integration tests that just rely on logs with unit tests. RELNOTES: None. PiperOrigin-RevId: 226531462
