Have LocalDiffAwareness handle the situation of a modified file not being under the watch root gracefully by throwing a BrokenDiffException. DiffAwarenessManager#getDiff handles the BrokenDiffException and ensures SequencedSkyframeExecutor falls back to checking the filesystem for diffs manually.
