experimentalUI: support deduplicating Add an option for the experimental UI to deduplicate messages from actions. In this way, the terminal gets less cluttered with the same deprecation warnings repeated over and over again. RELNOTES: A new, experimental, options --experimental_ui_deduplicate was added that makes the UI try to deduplicate messages from actions to keep the output on the console cleaner.
