Change more tests to use DummyTestFragment instead --test_arg. This was pruned off unknown commit since the tests that are subtypes of BuildViewTestCase are very easy to port to use DummyTestFragment and the associated --foo no-op option rather than having to abuse --cpu or --platform_suffix PiperOrigin-RevId: 367595693
