Stop using EXPERIMENTAL_BUILD_SETTING_API in StarlarkFlagGuardingTest becuase that flag is going away. Replace with EXPERIMENTAL_SIBLING_REPOSITORY_LAYOUT (chosen at random) PiperOrigin-RevId: 312352442
