Remove duplicated and not-working tests JavaStarlarkApiTest In https://github.com/bazelbuild/bazel/commit/55093794f7cdba16b7c91fc6610a2c4345d6db41 error message "source_jars, sources, exports and exported_plugins cannot be simultaneously empty" was removed. The tests for the error message still passed, because they used invalid pattern. Test `testJavaCommonCompileWithOnlyOneSourceJarWithIncompatibleFlag` is completely identical to `testJavaCommonCompileWithOnlyOneSourceJar` PiperOrigin-RevId: 363436590
