Update install-os-x.md with Catalina download workaround instructions. This is a workaround for the app notarization requirements in Catalina until we have a new release workflow in place. Note that at least on MacOS 10.15.2, the notarization warning is triggered while running the installer script if the script was downloaded using the browser. See #9304 and #10777. RELNOTES: None. Closes #10787. PiperOrigin-RevId: 295209957
