Windows, test-wrapper: add directories to zip

In this commit:

- FileInfo now stores whether the entry is a file
  or a directory

- GetFileListRelativeTo will collect directories
  as well as files

- CreateZip will include directories in the zip as
  well as files

test-setup.sh also zips up directories so this
change will make the test wrapper compatible with
test-setup.sh.
