Expose `CcCompilationContext` `direct_headers` and `direct_textual_headers` to Starlark. This change allows Starlark to consume this field set by native rules, but does *not* yet provide an API for Starlark rules to set it when creating new compilation contexts (this is a bit more complicated when it merging `CcInfo` from dependencies is also involved).
