Remove last few test uses of ConfiguredTarget#getConfiguration. Only uses are now internal, and the one that https://github.com/bazelbuild/bazel/commit/d350a897f6182d637ea819c41cd292a50c2db53d just snuck in... PiperOrigin-RevId: 190705224
