cquery: support queries over incompatible targets. The implementation is a simple matter of adding an extra "should we report incompatible errors?" bit to the build request. Keep it true on builds, false on cquery. Fixes https://github.com/bazelbuild/bazel/issues/13861. Closes #14311. PiperOrigin-RevId: 413512267
