Add a `precision` attribute to `xcode_version_flag` to allow matching a subset of the version components. Supported values are `major`, `minor`, `patch`, and `exact`. (If `precision` is omitted, the current non-alphabetic stripping behavior is retained, but this is no longer recommended.) PiperOrigin-RevId: 388847717
