Revert "[7.1.0] Add `Label.to_display_form()`" (#21454) Reverts bazelbuild/bazel#21312 for Bazel 7.1.0. The current implementation of `Label#to_display_form()` makes it difficult to use in a memory efficient manner. By not including it in the 7.1.0 release, the API can potentially be redesigned for 7.2.0.
