Hard-wire --experimental_correct_runfiles_middleman_paths to true. This allows one to dispense with the concept of a the "middleman root" and various other middleman-related abstractions. Artifact.isMiddlemanRoot() and MiddlemanAction are not renamed in this change because they are very widely used; it'll be done in a mechanical followup change. RELNOTES: None.
