Fix crosstool target cpu to match local. The entries in BUILD.tpl specify cpu "local", so CROSSTOOL.tpl needs to match. Closes #4957. Change-Id: I68d7148fa6cb73cd83ef99eab76e0fd2f6227580 PiperOrigin-RevId: 191444915
