Use CppConfiguration to determine whether to generate apple dsyms Both CppConfiguration and ObjcConfiguration currently have this info. We want to migrate all use cases to the former so we can delete the redundant information in the latter. Expose the CppConfiguration info to Starlark so we can migrate Starlark use cases also.
