bazel vfs: report bad glob patterns using a checked exception Previously the check threw IllegalArgumentException, which required an overly broad catch in native.glob, and was uncaught in other places. Also: - Flag two potential bugs where the check is conditional or deferred. - Add a test that glob converts filename "@x" to ":@x" so that it is not interpreted as a label's repository prefix.
