use bazel_ci_rules bazel_dep instead of http_archive bazel_ci_rules@1.0.0 module has been published to the BCR, see https://github.com/bazelbuild/bazel-central-registry/pull/2058 This use it has a bazel_dep instead of a http_archive Closes #22618.
