maven_server: use client env, not server env

Fetch M2_HOME and HOME environment variables from
the client environment via Skyframe instead of
from the server environment via System.getenv.

Advantages:

- If the user overrides these envvars in the
  console, they don't have to restart the Bazel
  server to pick up the new values.

- Skyframe is aware that the repository rule
  depends on these envvars, so when the envvars'
  values change, Bazel recomputes the repo rule.
