Fix genquery documentation around the default ordering. Genquery's default output order has been changed to lexicographical ordering since a while, the documentation needs to be updated. Fixes #16234. Closes #19577. PiperOrigin-RevId: 567271390 Change-Id: Id008dc849a31d725c99075b387619968e7a626b1
