Remove CROSSTOOL_LABEL label resolver from ObjcRuleClasses. Make ObjcRuleClasses uses CppRuleClasses.ccToolchainAttribute label resolver. Mark CppRuleClasses.ccToolchainAttribute with @AutoCodec annotation. RELNOTES:none PiperOrigin-RevId: 202479836
