Remove outdated `--cpu=ios_*`, `--cpu=darwin_*` settings. The correct way is `--ios_multi_cpus=*`, `--macos_cpus=*`, respectively. This *should* be safe. I've vetted with basic presubmit testing. Please let me know if you encounter any problems: happy to work through them and have no desire to unduly disrupt your team.
