Unconditionally remove all escape characters '$' from Ninja declaration variable values There should not be escape values in the parsed raw variable values in NinjaRule. If there are escaped characters, the variable values should encode the un-escaped characters directly. A possible follow up simplification is to merge NinjaToken.ESCAPED_TEXT into NinjaToken.TEXT, since the NinjaParser now unconditionally unescapes texts, so there's no need to differentiate them any more. Maybe for performance reasons. Closes #10946. PiperOrigin-RevId: 300350289
