Expose `existing_rule` and `existing_rules` to BUILD files. Currently these two functions are the only that are available in the `native` module but not as global functions in BUILD files. Moving them there will allow it to deprecate the `native` module in BUILD files. Fixes #7496. PiperOrigin-RevId: 243038277
