Add injecting_rule_kind for java_lite_proto_library I've added a new parameter inside java_common.compile used only from builtins that accepts injecting_rule_kind value and sets it in JavaLibraryHelper. Added a test that checks if the injecting_rule_kind is a private API. I've also enabled the fixed test since it was ignored. PiperOrigin-RevId: 424616122
