Remove BuildConfiguration.Fragment#setupActionEnvironment(). This is accomplished by moving it to ConfiguredRuleClassProvider. This also suggests a neat way to get rid of logic in ShellConfiguration.Loader() by moving the determination of the shell executable, there, too, but not in this change. RELNOTES: None.
