Implement rudimentary memory statistics in "bazel dump". Currently only reports number of objects and bytes of RAM retained and can only return retained RAM for a Skyframe node, not shallow RAM. RELNOTES: None. PiperOrigin-RevId: 614575118 Change-Id: I1c931f09738b3473fe971d9d8f047c8a927f750b
